Description

World At War #16: Partizan! – The War in Yugoslavia is an intermediate-complexity, two-player wargame that recreates the desperate struggle between the Axis occupation forces and the Communist-led Partisans from 1941 to 1944. Designed by Javier Romero and developed by Eric Harvey, this historically rich simulation captures the intense guerrilla warfare, shifting allegiances, and political intrigue that defined the Balkan front during World War II.

  • Historical Campaign: Spanning from the initial uprisings in Bosnia, Serbia, and Montenegro in 1941 through to the eve of the Soviet advance in 1944, players relive or rewrite the brutal conflict that engulfed Yugoslavia.
  • Asymmetric Gameplay: The Partisan player focuses on guerrilla tactics—harassing Axis forces, sabotaging infrastructure, and striking vulnerable supply routes—while the Axis player must defend critical “resource hexes,” protect mineral deposits, and guard potential invasion beaches along the Adriatic coast.
  • Fog of War: The Partisan forces use “tried” and “untried” counters, keeping their true strength hidden from the Axis player. Every engagement becomes a tense battle of deception, strategy, and risk.
  • Rich Strategic Depth: With a detailed counter-mix representing German, Italian, Hungarian, Croatian, Bulgarian, and Ustashi forces, along with Tito’s Partisans and potential Allied intervention, every game unfolds differently. The inclusion of the “Allied Landing Scare” rule simulates the German fear of an Allied invasion in the Balkans.

The Axis armies are powerful but stretched thin across the rugged terrain, while the elusive Partisans strike and fade, forcing the occupiers into constant reaction. The balance of strength and mobility makes Partizan! a thrilling and unpredictable contest of endurance and cunning.
